San Francisco Project Labor Agreement

«This historic working agreement on the project is the culmination of several years of negotiations and could not have been achieved without the spirit of collaboration of all stakeholders focused on working families, and I am proud to have played a role in this regard. The agreement elevates not only existing workers, but also future generations who will join the labor market by providing a path for direct entry into unions,» said supervisor Ahsha Safaí. «This news is very necessary and welcome for working families in San Francisco, the backbone of San Francisco, as many are currently in the grip of a spiraling economy amid an ongoing pandemic. This is a victory for everyone. The creation of a city-wide People`s Liberation Army took place two decades ago, when the concept of pla was still gaining popularity for ensuring union wages, benefits and other protective measures for large-scale projects. The regulation in its current version was initially introduced in February 2017 by Mark Farrell, then supervisor. After a series of foreclosures and debuts, Paulson worked with the building trades management with Mayor Breed and the supervisory board to pass a deal that would benefit all unionized workers in San Francisco. Copies of the collective agreements (or Appendices A) of the unions that have signed the SFPUC PLA can be consulted by contractors wishing to submit bids for the projects covered. Access to Union Collective Agreements («Appendix A») The agreement between the City, the San Francisco Building and Construction Trades Council, its affiliates and contractors who perform work on certain public projects is intended to avoid delays and control costs by establishing clear and consistent obligations for contractors. In addition, this agreement makes it possible to define and stabilize the wages, working hours and working conditions of the workers employed in these projects.

Certified Local Businesses (LFE) are exempt until payments of $5 million are made for covered projects. «We look forward to continuing to work on the many public works projects under the final employment contract,» said City Administrator Naomi M. Kelly. «Thank you to the San Francisco Building Construction Trades Council for their valuable involvement throughout the process to ensure the stability and continuity of public works and improvement projects.» The pla legislation has been amended and revised over nearly two years of negotiations between workers and city management and several board meetings. The original proposal called for an amendment to the Administrative Code «to require a city-wide project employment contract that applies to certain public works or improvement projects with projected costs in excess of $1,000,000, or where delays in the completion of the project provide services or the use of facilities important to the city`s critical operations or infrastructure, interrupt or delay». The amended law increases the threshold for coverage by the Pla. Local and minority-owned businesses are not required to operate under the terms of the PLA unless the total cost of the projects they work on reaches $5 million. In March 2007, the SFPUC concluded a Project Work Agreement (PLA) with the construction unions to cover the SFPUC Water System Improvement Programme (WSIP).

In 2008, the Commission approved Addendum 1 to the Agreement, which extended the agreement to the advanced meter infrastructure project. «This is a historic achievement for all workers in San Francisco and San Francisco,» said Tim Paulson, treasurer of the San Francisco Building and Construction Trades Council. «This agreement, which includes the entire city family, guarantees good jobs and apprenticeships for all workers who will build San Francisco`s public infrastructure for the next generation. The city-wide PLA will allow the city to avoid costly delays and additional expenses related to public works and improvement projects involving many contractors and employees in various trades, having critical timelines for completion and needing a skilled and properly trained workforce to successfully complete the work on time. According to PLA policy, all contractors and contractors must hire apprentices through government-approved training programs and use the Helmets and Safety Helmets program to help veterans find work. The 28 separate unions are now all bound by this single collective agreement, and the People`s Liberation Army ensures that construction of the project is not delayed due to strikes or other work-related issues. All CEQSP construction projects use the City`s Web-Based Authorized Work Compliance Reporting Program, LCPtracker, Inc. Certified payroll record data collected by LCPtracker, Inc. is used to create the information contained in these reports. On November 10, 2011, tjPA`s Board of Directors approved a historic agreement with unions to ensure labour peace and equal opportunity for local, disadvantaged, unionized and non-unionized small businesses throughout the construction of the Transbay Transit Center program. The Project Employment Contract (PLA) is a pact that all construction and commercial workers, unionized and non-unionized, must adhere to when working at the Transbay site. Under the terms of the agreement, all employees agree to work according to the same rules for a level playing field.
